🤝 Open border — what it means

India and Nepal share an open border, and citizens of the two countries do not need a visa to visit each other. The India–Nepal Treaty of Peace and Friendship, signed in Kathmandu on 31 July 1950, gives each country's nationals the same privileges on a reciprocal basis in matters such as residence, property, trade and movement. An open border still needs documents. Indian citizens should carry a valid Indian passport or the original voter ID card issued by the Election Commission of India. Nepali citizens should carry a passport or citizenship certificate. Citizens of other countries need visas and must cross at an official immigration point. Rupaidiha (India) and Jamunaha/Nepalgunj (Nepal) are both official immigration points. These rules change often, so check before you travel.

The basics

Indian citizens (adults)Indian citizens do not need a visa to enter Nepal, but they must carry proof of Indian citizenship.

The Embassy of India in Kathmandu says Indian citizens travelling between India and Nepal must carry a valid Indian passport or an identity card issued by the Election Commission of India (voter ID). For air travel, the voter ID must be the original physical card with a photograph. A downloaded or online-printed copy is not accepted. Nepal's Embassy in New Delhi has also said Indians can travel with a passport or voter ID and need no visa.

Indian citizens (Aadhaar, PAN and other cards)The Embassy of India in Kathmandu says Aadhaar and PAN cards are NOT valid for travel between India and Nepal.

For air travel, the Embassy also says a driving licence and Embassy registration are not accepted. Do not travel with Aadhaar as your only ID.

Indian citizens (Aadhaar checks at border crossings)In July 2026 (first week of Saun 2083), Nepali and Indian security officials, including SSB officers from Bahraich, met in Gulariya, Bardiya.

Gangs have been making fake Aadhaar cards, so they agreed that an Aadhaar card alone will no longer be treated as enough ID at the border. If an Aadhaar card looks suspicious, officials may also check ration cards, bank documents or other identity papers.

Children and senior citizens (Indian)These special cases come from older Home Ministry rules reported in January 2019.

The Embassy's current advisory does not repeat them. Under those rules, Indians under 15 or over 65 could travel without a passport or voter ID if they carried another photo ID showing age and identity, and the Home Ministry allowed Aadhaar for these two age groups only. Teenagers aged 15 to 18 could travel between India and Nepal with an identity certificate from their school principal in a prescribed form. The Embassy now says Aadhaar is not valid, so the safest choice is a passport (children can get one too) or, for anyone 18 or older, the original voter ID.

Families travelling together (Indian)Under the same 2019 rules, when family members (such as husband, wife, minor children and parents) travel together, only one adult needs a passport or voter ID.

The others must carry photo ID and proof of the family relationship, such as a ration card, CGHS card, driving licence or school/college ID. These are older rules, so each person should carry their own valid ID if possible.

Indian citizens without valid documents in Nepal (air travel)If an Indian citizen in Nepal has no valid travel document for flying back to India, the Embassy of India in Kathmandu can issue an Emergency Travel ID for a single journey from Nepal to India.

You need two passport-size photos, proof of Indian nationality and a copy of your flight ticket. Check the current fee with the Embassy. The Embassy cannot help with travel from India to Nepal.

Nepali citizens entering IndiaIndia's Immigration and Foreigners (Exemption) Order, 2025 came into force on 1 September 2025.

Under it, Nepali citizens do not need a passport or visa to enter India from Nepal. The exemption does not apply if they enter India from China, Macau, Hong Kong or Pakistan.

Nepali citizens (ID to carry)Nepali travellers should still carry ID.

For travel to India, especially by air, a valid passport or the original citizenship certificate is required. Nepal has asked India to also accept its new National Identity (NID) card for cross-border travel. As of late July 2026, India had not yet given a formal reply, so do not rely on the NID card alone.

All travellers at Nepal's southern crossingsA Nepal Home Ministry circular, reported in May 2025, requires travellers at Nepal's southern (India-facing) border crossings to show an identity card.

Officials record where each traveller is coming from, where they are going and why. Expect ID checks on both sides of the border.

Other nationals (third-country) entering NepalForeign nationals other than Indian citizens need a Nepal visa.

A tourist visa on arrival is available at Nepal's designated immigration entry points, including Jamunaha (Nepalgunj). Fees listed by Nepal's embassies are US$30 for 15 days, US$50 for 30 days and US$125 for 90 days. Children under 10 pay no visa fee (some embassy pages exclude US citizens). SAARC citizens (except Afghanistan) get up to 30 days free on their first visit in a visa year. Some nationalities cannot get a visa on arrival, so check with a Nepali embassy first.

Other nationals (third-country) entering IndiaForeign nationals other than Nepali and Bhutanese citizens need valid travel documents, including an Indian visa, and must enter India through an authorised Immigration Check Post.

The open-border facility does not apply to them. Entering without valid documents is a criminal offence. In April 2026, a court in Bahraich sentenced two foreign nationals, caught by the SSB at the Rupaidiha check post without a visa or passport, to six months in jail and a fine of ₹50,000 each.

Currency (Indian rupee notes)Indian notes of ₹100 and below can be carried between India and Nepal with no amount limit set by the RBI.

Higher notes are allowed only up to a total of ₹25,000 per person (RBI notification of 28 November 2025). In Nepal, only ₹200 and ₹500 notes issued on or after 9 November 2016 (new series) are accepted, within that ₹25,000 limit (Nepal Rastra Bank notice reissued in July 2026). Old ₹500 and ₹1,000 notes from before that date are still not allowed. The RBI permission does not cover citizens of Pakistan and Bangladesh.

Currency (exchange, Nepali rupees, declaration)In Nepal, banks, money changers, hotels, airlines and other institutions authorised to exchange foreign currency can exchange up to ₹25,000 per person (Nepal Rastra Bank, July 2026).

Under the RBI rule, anyone may take Nepali rupee notes into or out of India with no limit. Nepali citizens may not carry Indian rupees to, or bring them from, any country other than India. Cash above US$5,000 (or the equivalent) brought into Nepal must be declared at customs.

Vehicles (Indian-registered, bhansar pass)Indian-registered vehicles need a Nepal Customs (bhansar) pass.

For a same-day trip to the nearest Nepali town or market, register at the Nepali border check post and take a Day Pass/Challan without paying customs duty, then return to India the same day. To go further or stay overnight, take a pass for the exact number of days. The charge is NPR 100–500 per day, depending on the vehicle type. An Indian vehicle may stay in Nepal for a total of 30 days in a calendar year. Keep the pass with you at all times and hand it back to Nepal Customs when you leave. A vehicle without a valid pass can be seized.

Vehicles (online permit)Since May 2026, Nepal's Department of Customs has let foreign vehicles entering by land apply and pay online: choose 'TIV' under 'Our Services' on the Department's website.

A QR code with your details is issued after you submit the form. Separately, India and Nepal agreed in August 2026 to digitise cross-border vehicle permits, but as of October 2026 that joint system was not yet in place.

Crossing at Rupaidiha ⇄ Nepalgunj

  • Rupaidiha is a small town in Bahraich district, Uttar Pradesh, on the India–Nepal border. It sits opposite Nepalgunj in Banke district, Nepal. The crossing point and immigration office on the Nepal side are at Jamunaha.
  • Nepalgunj city is about 5 km north of the border crossing.
  • Rupaidiha is an authorised land Immigration Check Post on the India–Nepal border, run by India's Bureau of Immigration. The Bureau's list as of 30 December 2025 shows it as one of only two land ports in India where e-Visa holders can enter; the other is Raxaul.
  • On the Nepal side, Jamunaha (Nepalgunj) is one of Nepal's immigration entry points. After about six years, the Jamunaha immigration office fully resumed arrival and departure services for foreign nationals in late January 2026. Third-country travellers can now cross here in both directions.
  • The Rupaidiha land port (about 115 acres) is Uttar Pradesh's first land port. The Prime Ministers of India and Nepal inaugurated it and its mirror Integrated Check Post (ICP) at Nepalgunj on 1 June 2023. The Nepalgunj ICP was built with Indian grant assistance and handed over to Nepal in April 2024. It is managed by Nepal's Intermodal Transport Development Board and has customs offices, quarantine, warehouses and bank counters, and handles cargo vehicle checks.
  • On the Indian side, the border is guarded by the Sashastra Seema Bal (SSB), which checks people entering at Rupaidiha.
  • The crossing can be fully closed for security reasons, such as elections. Before Nepal's general election on 5 March 2026, the District Administration Office in Banke closed all of Banke's border crossings with India for 72 hours. Jamunaha has also been closed during state assembly elections in Uttar Pradesh.
  • In October 2026, the District Administration Office in Banke set up a passenger help desk at Jamunaha, staffed by Nepal Police and Traffic Police, to protect people returning from India for Dashain and Tihar from robbery and fraud. Similar desks were to run at the Nepalgunj and Kohalpur bus parks.

Good to know

  • Carry your original ID plus a couple of photocopies. Indians should carry a passport or original voter ID; Nepalis should carry a passport or citizenship certificate. Aadhaar alone is not enough.
  • Travelling with children or elderly parents? If possible, carry a passport for each person. If not, bring a photo ID for every family member plus proof of the relationship, such as a ration card or school ID. These family rules date from 2019, so a passport is the safest choice.
  • Keep your bus ticket (PDF or image) on your phone, plus a printout. Border officials record where travellers are coming from and going to, and the ticket answers that quickly.
  • Carry small notes in both INR and NPR. Indian notes of ₹100 and below are easiest. Bring ₹200/₹500 notes only from the new series and keep the total under ₹25,000 per person. Never carry old ₹500 or ₹1,000 notes. Exchange money only at banks or authorised money changers.
  • Before you travel, check the news for border closures. Banke's crossings were fully closed for 72 hours before Nepal's March 2026 election.
  • Foreign (non-Indian, non-Nepali) passengers: get your Indian visa before travelling (e-Visa holders can enter at Rupaidiha). Get your Nepal visa and entry stamp at the Jamunaha immigration office. Never cross without the proper stamps; illegal entry can mean jail.
  • In the festival rush, watch your bags and cash and stay alert for fraud. If you need help, go to the official passenger help desk at Jamunaha or at the Nepalgunj and Kohalpur bus parks.
  • Driving your own Indian vehicle into Nepal? Get the bhansar (customs) pass at the border or online, keep it with you, and remember the limit of 30 days in Nepal per calendar year.

What to carry

Identity documents, money and customs for crossing at Rupaidiha are kept in one up-to-date guide — so they are never out of step.
